2020 City of Boulder Parking Garage Improvements

In 2020, there are two exciting projects happening in the City of Boulder's 11th and Spruce and 15th and Pearl parking garages. Both of these projects will provide needed improvements (staircase replacement) and welcomed enhancements (solar panels / additional covered parking).

Please be advised that the projects are now under construction with work on the solar panels continuing over the next few months and the staircase replacement through the remainder of the year in both garages, with only one staircase each out of service to the public at a time. DBP will be in close contact with the city and their partners in these projects to communicate the status and construction impacts with downtown businesses on an ongoing basis. Both garages WILL remain open to the public with various stall closures throughout the construction timeline.

Solar Panel Update: Titan will perform some additional QC and corrections. The top level will remain open, and they will close off their work areas each day. They will be reworking some of the bolts on the structural connections. They will be adding weld to some of the connections and cleaning up a couple of welds that don’t look great.They will have a small amount of touch up paint after the welding.

 

 

 

Staircase: Fume levels will be low to nonexistent.Final install of landing planks. Paint touch up of welds - Low noise level.

 

 

 

Solar Panel: The only things they will have to mobilize will be the work trucks and ladders they will be using, so there shouldn’t be any traffic issues on the lower levels.For work areas they will block off their work spaces each day as they progress with delineator posts and danger tape. For welding activities they will secure the areas of work and use welding blankets to contain the sparks and slag. As needed they will do fire watch in the alley, but this will not obstruct any traffic.

Staircase Replacement Project: Continued installation of the steel structure along with installation of the treads and risers and handrails.

 

Solar Panel Update: No construction planned. May have some light traffic in the garage to get miscellaneous items cleaned up.

July 20-25, 2020

Staircase Replacement Project: Continue install of the steel structure along with install of the treads and risers and handrails.

 

Solar Panel Update: Titan will be finishing up a number of tasks including:
Grinding down the railing
Touch up paint
Final touch up on the decking making sure no screws were missed
Touch up any welding
Cleanup

Staircase: Steel Installation - low to medium noise impact.

 

 

Solar Panel: Some of these activities will involve intermittent hot work zones. Crew will need to cone off a safety zone for the alley below which will not affect traffic. Titan will have a spotter in the alley with a fire extinguisher.

Solar Panel Update:Titan will be starting on decking, potentially as early as Wednesday, but they aren’t committing to any earlier than Friday. Once demobilized from the panel scope at 15th and Pearl they will be bringing lifts over to Spruce.

Staircase Replacement Project:Work being performed includes mobilizing materials and start install of the steel.

 

Solar Panel Project: Brick and mortar repair should begin on the top level. Minimal deliveries – low impact. Part of the work will involve closing some small areas in the alley for safety from potential for falling material.
Decking Install – Should begin Wednesday or Thursday (6/3 or 6/4). Impact driver torquing hardware will put off short burst noise.

Solar Panel Project: Low noise level most of the week with small burst of medium level noise throughout.

May 25 - May 29, 2020 Solar Panel Project:  Materials being delivered Wednesday.
Trailers will intermittently be parked in the alley during deliveries.
Forklifts will be shuttling material from the trailer to the top level.
Solar Panel Project: Little impact. Low noise level.
May 21 & 22, 2020 Morrison Alley Closed to traffic. 

Namaste Solar's contractors working on the solar panel installation on the 11th and Spruce garage roof will need to close the adjacent alley on May 21st and 22nd for gutter and exterior brick work.

The alley will be closed to through traffic and fenced off in the areas. Contractors will be using lifts in this area to access the top level of the garage. Download Logistics PDF

Coordination Notes:

The alley parking spaces in front of Boulder Book Store will be impacted. Those who have parking spots in the alley, should email Terri for an alternative plan as soon as possible.

Curbside Pickup/Take Out/Deliveries - The four spaces just west of the alley and the loading zone on 11th Street will be used for all deliveries, curbside pickup and takeout service. All businesses along the alley should inform delivery drivers of the temporary loading zone on those two days.

Garbage Bin Access/Pick-up - Namaste will not be blocking access by foot to any of the bins located in the alley. Namaste is coordinating with Western Disposal on pickups. Namaste will wheel bins out to the street for easy access. This won’t require any action by businesses who use these dumpsters.

May 18-22, 2020

Work will continue with demolition/deconstruction in preparation of installation of new steel stringers and handrails.

Solar panel work: Gutter installation - this will lead to a partial alley closure that contractor will coordinate with COB/neighbors.

May 11-15, 2020

Work this week will be performed at the Spruce East Stairwells.  That set of stairs will be mobilized and with chain link fencing installed along with pedestrian access signage, safety signage and the start of demolition/deconstruction.

 

Namaste plans to have the final electrical inspection for the solar pannel installation. The contractor is near substantial completion with just a few remaining items: completing install of decking under modules, repairs to brick and mortar, install gutters, and install lighting.

May 7, 2020 Namaste Solar will work with Xcel Energy to shut down transform between 7 am - Noon in order to complete necessary electrical work.  There will be complete power outage during this time.  Affected businesses were contacted. Affected businesses include:

April 20-24, 2020 Summit Sealants will finish sealing the inverted T (speed bump) in the lower level of garage which will be closed the remainder of the week. Once the re-coating is finished, the lower level should be opened on Saturday, April 25th.
April 13-20, 2020 Summit Sealants will fix the inverted T (speed bump) in the lower level of garage which will be closed during the repair. The inverted T will be exposed and repaired and then the coating that did not take the first time will be re-applied.  There will be a bit of noise associated with the use of jack hammers to remove the concrete. The loudest days will be next Monday and Tuesday (April 13 & 14). Summit has been advised to follow the Colorado Covid-19 multi-industry construction guidance while performing this work. April 6, 2020 Staircase Replacement Project:  The City of Boulder Planning & Development office is currently closed through April 30 due to COVID-19.  Contractor resubmitted a second set of permit review questions/corrections electronically a couple of weeks ago.  
March 16-20, 2020 This week, crews will be finishing the series wiring, continuing the home run wiring, mounting electrical equipment on the concrete pad.

February 1, 2020

With the expected snowfall on Monday and Tuesday, the city has granted the construction contractor an exception to work on Saturday, February 1 in the Spruce Garage.  Titan Construction will start painting the primer on the steel racking to keep the project on track.  The work should not require any noisy machinery.  

 

The painting will occur on the top level and since it is already closed off, no one is able to park up top anyway, and we have been assured that noise will not be an issue. In addition the air intake is far enough away from the area of the spray that paint fumes shouldn’t cause an issue either.
January 27 - 31, 2020 The Week of 1/27/2020 – 1/31/2020 (M-F) Namaste Solar will be finishing the installation of the beam stiffeners, the top plates, and the purlin clips on the top level of the garage. These tasks will involve intermittent welding. Namaste will also be pressure washing the steel structure to get it ready to paint. The pressure washing will be a medium high, sustained volume. Next, the steel will be painted. Once the paint is dried the purlins will begin to be attached to the top of the structure. This will be short burst noises from impact guns. All these tasks will involve the use of a generator. We will take measures to dampen the noise of the generator.

January 23, 2020 Until Mid March - Namaste Solar will be doing various work on the Spruce garage that will require intermittent safety zones to protect the public from falling debris. In such instances, please use caution and avoid these areas. If you have any questions feel free to ask the spotter adjacent to the safety zone. Thanks for your patience!
January 22, 2020

Namaste Solar was just informed that their construction contractors are planning to do some welding on the Morison Alley facing side of the Spruce garage tomorrow morning - Thursday, January 23, 2020

 

 

They don’t want any sparks or excess material to fall on any one, or a parked vehicle, so they will close a ten foot lane adjacent to the alley with delineator posts and danger tape. They will take measures to prevent any material from blowing back into the garage on lower levels as well. Vehicles and pedestrians will still be able to pass by.  
 
The remaining lane of the alley will be wide enough for all traffic to pass. There will be a spotter in the alley with a fire extinguisher keeping an eye on any pedestrians or vehicles. The only impact is the alley will be a single lane of traffic, and no one will be able to park in the lane of traffic adjacent to the garage. This work will start around 7AM and should be completed by noon.

June 15-19, 2020

Solar Panel Installation: Titan will be wrapping up the solar panel installation. There are a couple of challenging areas near the stairs and overhangs, so it could bleed into Thursday. Once they finish up they will begin cleaning up the site and bringing some of their lifts over to 1100 Spruce for the decking install.

Staircase Replacement Project: East stairwell will continue with the cleaning of the stringers, handrails and guardrails. Northeast stairwell:  finish welding of clips to the stringers  and cleaning of the stringers, handrails and guardrails will begin Wednesday.

May 16, 2020 Solar panel contractors will be painting and attaching a gutter system to the structure.

 

This work will have little noise and the noise that is produced will be short and should only be noticeable on the roof of the garage.

May 11-15, 2020

Work this week will be performed at Pearl East Stairwell and Pearl NE Stairwell. Pearl East will complete containment of the stairwell followed by two rounds of blasting (cleaning) of the stringers and welding of clips onto the stringers. Pearl NE will have scaffold and containment installed.

April 27- May 1, 2020 Burke Builders will complete demolition/deconstruction of the east stairwell and roll into installation of steel brackets in preparation of blasting and painting. Install will consist of welding the brackets, hammering and grinding in preparation of painting. ACTIVITY - NOISE LEVEL

April 20-24, 2020

SOLAR PANEL PROJECT:

Lawry Lane will be completely closed to vehicle and pedestrian traffic this week.   Five flaggers will be on site at all times.


STAIRCASE REPLACEMENT PROJECT: Burke Builders will start the staircase replacement project by mobilizing, closing down the east stairwell, installing fencing, establishing pedestrian access and safety signage and starting demolition/deconstruction.

Demolition/deconstruction will be utilizing cutting torches, grinders and saws to remove treads and risers. Debris will be removed from site daily via pickup truck with trailer.

Waste Service Pick-Up - Waste bins for 1500 Pearl will be temporarily moved to the east side of the structure near the bike racks. Bins for tenants on the south side of the alley will remain in the alley. Waste can be disposed of in these bins from 11 AM – 12 PM daily or during off work hours (before 6 AM and after 6 PM). Namaste has coordinated with Western Disposal, Green Girl Recycling and Republic Services pick-up timing. These are the 3 companies providing service to the alley. Namaste has communicated to these companies that pick-ups will be from 11 AM- 12 PM. Namaste will bring the bins to east end of alley for pick- up and then return them to their locations in the alley.

March 9-13, 2020 The activities on site will be installing saddle plates, and coring bolt holes for the saddle plates. This activity will at times be very loud with drilling noise and short burst noise from the impact driver. March 2 - 6, 2020 Namaste Solar will be core drilling through the concrete deck and installing anchor plates. There will be anchor plates on the top and bottom of the deck in each location bolted together around the concrete deck.

In addition to the top level closure, during this portion of the install, the parking spaces below the core drilled areas will be closed off as well. This is to protect people and property! Please DO NOT remove parking cones, delineator posts, or caution tape!

February 17-21, 2020

Namaste Solar's contractors will start on the scope to cut out the concrete columns starting Monday. During the duration of this project, work hours will be M-F 7am - 6pm.

Namaste Solar will be GPRing the concrete deck and removing the light poles, and removing concrete columns under the light poles (4 concrete columns). The concrete columns will be saw cut which will be very noisy, but this activity will only take place between 7AM and 5PM.

 

 

City Reminder: Monday is Presidents' Day holiday.

The top level of the garage will be closed though the duration of the work (estimated completion: early April). For the first 7 - 10 days, please be advised the contractors will be on the top of the garage cutting and jack hammering on concrete.  Noise and vibration levels will be high.

A temporary fence to block traffic to the top level to keep pedestrians out of the construction area will be put in place for safety. There will be signs and danger tape in the stairwells to keep people from walking up the stairs into the work area.

January 23, 2020

Namaste Solar will be erecting a steel structure at the top of the 15th and Pearl garage. Solar Panels will be installed on top of the structure to create covered parking on a portion of the garage. Following this, electrical work will be done to capture the solar energy to offset some of the electricity used downtown.

 

The top level of the Pearl Street Parking Garage will be closed for construction work starting in February and continuing through May. Lawry Lane will be closed for a week to 10 days to vehicle and pedestrian traffic for use of a crane in early March. During the construction phase of this project we ask for your patience with construction noises and reduced parking availability. We will provide more specific dates and impacts soon.
