As downtown Boulder - and the rest of the world - emerges from the global pandemic, combined with experiencing profound social changes, almost every aspect of how the community and visitors engage in our city center is rapidly transforming. The uncertainty of these factors, coupled with the approaching 50th anniversary of the Pearl Street Mall in 2027, inspired the Downtown Boulder Partnership in conjunction with the City of Boulder to develop and produce a five-year vision plan. This Vision Plan is the result of looking back on the history of downtown’s successes and looking forward to the opportunities that lie ahead.

Just as the downtown district continues to evolve, so will this vision. What we have collectively achieved is a launching pad; it is an inspiration to spur additional conversation. Many people were involved in the crafting of this vision and yet there are still voices to be heard. The Vision Plan calls for continued community engagement as the plan evolves and the implementation begins.

Grow Downtown Boulder's Reach, Community, and Success 

Downtown Boulder is a vibrant mosaic of human-centered places and sub-districts that provide diverse experiences and opportunities for all through deliberate inclusion, innovation and co-creation.

Big Ideas

The Vision Plan identifies 6 “Big Ideas” beginning with the historic Pearl Street Mall and extending outward.

1) Position Pearl Street Mall for 50 more years of success
2) Facilitate discovery, activation & opportunities off of Pearl Street
3) Embrace the Creek Corridor as a part of downtown
4) Connect to nearby neighborhoods & districts
5) Tie it all together with safe, comfortable & interesting infrastructure
6) Tell the story & increase understanding

The plan outlines strategies within these Ideas and suggests a path forward for realizing the vision.
