Meet the Downtown Block Officers

In close relationship with Downtown Boulder’s Block Captain Program, the Boulder Police Department proudly introduces the Downtown Officer Block Program. This initiative is meant to strengthen the connection between the downtown business community and local law enforcement by assigning dedicated officers to specific downtown blocks.

Each officer serves as a direct liaison for the businesses on their blocks located in the Business Improvement District—helping to answer questions, provide support and help foster a safer, more welcoming environment for everyone who visits downtown.

Officer Nathan Bretz
1000 Block. I have been with the Boulder Police Department for 8 years. Prior to working in law enforcement, I served in the Marine Corps for 10 years. I have been a member of the Boulder Police Mall Team since 2020. I am currently a member of the Boulder Police Wellness Team.
Officer Jarret Mastriona
1100 Block. I have been with the Boulder Police Department for a little over two years. Prior to my time in law enforcement, I served as an Infantryman in the United States Army. I have spent most of my time on patrol working in the downtown area of Boulder. I recently became a member of the Boulder Police Department SWAT team.
Officer David Colvin
1300 Block. I have been with the Boulder Police Department for over 22 years. I served for 5 years as a School Resource Officer and 11 years as a member of the Boulder Police Department SWAT team. I am currently a Field Training Officer.
Officer Matthew Cooper
1400 Block. I’ve been with the Boulder Police Department for just over three years where I am also a member of the Boulder SWAT team. I have been a sniper for the past eight months on that team. Additionally, I serve as a Field Training Officer.
Officer James Baddley
1500 Block. I have been a sworn law enforcement Officer for 10 years. I spent 4 years working for the Philadelphia Police Department, and I have been with the Boulder Police Department for 6 years now. I am currently a member of the Honor Guard.
