DBP Ballot Initiative Endorsements
On behalf of the Downtown Boulder Partnership (DBP) Board of Directors and Public Policy Committee,
Downtown Boulder Partnership offers our institutional endorsement and support for the November 2025ballot measures that will:
- Permanently extend the Community, Culture, Resilience, and Safety (CCRS) 0.3% sales and use tax, and
- Increase the City of Boulder’s debt capacity to responsibly finance critical capital projects.
DBP recognizes that these measures are essential to:
- Addressing Boulder’s backlog of infrastructure and capital maintenance needs,
- Strengthening public safety and community resilience,
- Supporting local nonprofit and cultural organizations, and
- Providing the financial stability and predictability necessary for long-term planning.
As with any long-term investment, the Downtown Boulder Partnership underscores the importance of accountability in the use of public funds.
Downtown Boulder Partnership urges Boulder voters to approve both the permanent extension of the CCRS sales and use tax and the increase in debt capacity this November. These measures are fiscally prudent, strategically necessary, and vital to preserving and strengthening Boulder’s infrastructure, safety, culture, and community well-being.
We thank the City Council for its leadership and commitment to Boulder’s future, and we look forward to supporting the successful implementation of these measures.
On behalf of the Downtown Boulder Partnership (DBP) Board of Directors and Public Policy Committee, we extend our sincere gratitude for the Boulder County Commissioners decision to adjust the proposed mental and behavioral health sales and use tax to a three-year term. This thoughtful change reflects a commitment to accountability and responsiveness, and it gives our community the opportunity to both address immediate needs and carefully evaluate the long-term impact of this funding.
With this adjustment, the Downtown Boulder Partnership offers our institutional endorsement and support for the 2025 tax measure. We know that the needs are acute and that this crisis affects individuals, families, and the broader safety and vitality of our community. The resources generated by this initiative can make a meaningful difference, but only if they are directed with precision, transparency, and a clear commitment to outcomes.
To that end, we respectfully ask the County to implement a rigorous process that:
- Establishes and communicates specific funding priorities;
- Defines clear key performance indicators (KPIs) to measure program performance and outcomes;
- Demonstrates accountability through a dedicated stakeholder engagement process;
and, most importantly: - Prioritizes those in greatest need of care and treatment, especially individuals whose acute
behavioral health challenges manifest most visibly in the public realm and, when left untreated, can create serious impacts on businesses, visitors, residents, and public safety.
We believe that with this approach, the new funding can not only provide relief to those struggling the most, but also foster a safer, more welcoming, and thriving downtown for everyone. Thank you for your leadership on this critical issue. DBP stands ready to partner with you, nonprofit partners, and other community stakeholders to ensure this investment delivers meaningful results for Boulder County.
